On Sunday, Newsmax reported that President Obama informed Congress that he will cap military pay raises at one percent in 2014, despite a federal law requiring those raises to keep pace with the Employment Cost Index compiled by the Bureau of Labor Statistics.

Instead of the 1.8 percent pay raise that law calls for — an amount passed by the GOP-led House — Obama will approve only one percent.

But, Newsmax said, the law also says the president can inform Congress of an alternative pay adjustment “if because of national emergency or serious economic conditions affecting the general welfare, the president considers the pay adjustment which would otherwise be required by this section in any year to be inappropriate.”

News of the move comes as Obama is attempting to build support for a military strike against Syria over an alleged chemical strike.

Congress can override Obama’s order, the Navy Times said, but that requires finding $580 million in 2014 and $3.5 billion over five years to make up the difference between the 1.8 percent they approved, and the paltry one percent approved by Obama.

Obama has also demanded the military pay more for health coverage, threatening to veto defense authorization bills unless service members are required to dig deeper into their own pockets for healthcare.

The president’s move could hurt military readiness and retention, said retired Air Force Col. Mike Hayden, director of government relations for the Military Officers Association of America

“History has shown that once Congress starts accepting proposals to cap military pay below private-sector growth, pay caps continue until they have weakened retention and readiness,” he said.

The president has also angered many with language indicating he believes the military belongs to him.

Sources close to House conservative leaders have confirmed to Breitbart News that House GOP leadership is planning to cave and fund Obamacare’s implementation for at least the rest of 2013.

Text of the Continuing Resolution (CR) that will fund the government for 60-75 days will be released on Tuesday, the conservative source said, before a House vote on Thursday. The move comes abruptly as conservatives are ramping up their final push on House leadership with a big Tea Party rally outside the Capitol on Tuesday calling for Obamacare’s defunding.

House Speaker John Boehner’s spokesman Michael Steel told Breitbart News the “CR will include defunding ObamaCare,” but would not specify whether or not a certain procedural “trick” the GOP leadership used in a similar situation in 2011 will be employed yet again.

Breitbart News’ source, a high-ranking conservative movement figure close to House conservatives, said that this CR from House leadership will continue to pay for Obamacare’s implementation without cutting from current levels of taxpayer funding for the healthcare law’s rollout, despite claims from Boehner’s office it will “include defunding ObamaCare.” The source said the budget riders that will be attached to the CR can be removed easily by Senate Majority Leader Harry Reid, allowing him to pass a CR through the Senate funding Obamacare–a procedural move that does not require the House to revisit its CR and makes the Senate version final.

The source added that House Majority Leader Eric Cantor is “shopping an idea of passing defund through the House with the CR, but with a mechanism that would allow it to be decoupled in the Senate, defeated, and then the base CR be passed without coming back to the House.”

The source said the conservative movement should “reject and pan” this “trick” from Cantor, which allows House GOP members to claim they voted to defund Obamacare but allows Reid to strip out budget riders defunding Obamacare and pass a Senate CR without them.

In rushing the CR to the floor for a vote, Breitbart News’ source said that House GOP leadership will put votes on whether the U.S. should authorize use of military force in Syria off until next week.

Politico has also confirmed the GOP leadership’s plans, reporting that Cantor and House Speaker John Boehner are “dusting off an old legislative gambit from April 2011 as one way to move ahead this week with a stopgap spending bill for the first months of the new fiscal year beginning Oct. 1.”

“The goal is to give conservatives a vote on defunding health care reform without resulting in a government shutdown,” Politico’s David Rogers wrote. “It’s worked before, but ‘before’ is the operative word.”

Senate Majority Leader Harry Reid (D-Nev.) on Monday delayed a vote on using military force against Syria.

Faced with stiffening opposition from Republicans and skepticism from many Democrats, Reid said he would not rush the vote to begin considering the controversial use-of-force resolution.

He insisted he was not delaying action because of a lack of votes.

 

“I’ve spoken to the Republican leader. I’ve talked to virtually all my Democratic senators and we have enough votes to get cloture,” he said.

Reid said the delay could give senators more time to weigh the arguments of President Obama and other proponents of launching military strikes against forces loyal to Syrian President Bashar al-Assad.

“I don’t think we need to see how fast we can do this. We have to see how well we can do this matter,” Reid said. “I think what we need to do is make sure that the president has the opportunity to speak to all 100 senators and all 300 million American people before we do this.”

Reid was expected to set up a key procedural vote Wednesday on proceeding to the resolution.

The delay of the Senate vote came as Obama said it was “possible” military action against Syria could be avoided if the country turned over all its chemical weapons.

The idea was floated early Monday by Secretary of State John Kerry and quickly endorsed by Russia as a solution to the crisis.

America is on the cusp of engaging in yet another military action in the Middle East and many senior elected officials are silent on the issue. On Monday, Tennessee senior Senator Lamar Alexander drew strong criticism from his primary opponent, state Rep. Joe Carr, for not publicly stating his position on military action in Syria.

“All we hear from Sen. Alexander on this issue is crickets,” Carr said. “I think the state of Tennessee is demanding, and will get, someone who is going to show leadership.”

“The only thing worse than voting ‘yes’ or ‘no’ is voting ‘maybe’,” Larry Sabato, director of the University of Virginia’s Center for Politics, recently told The Hill. “If you say you’re a leader and your incumbency matters, you have to demonstrate it in national issues like this one.”

Alexander’s primary opponent, Carr has been very vocal in his opposition to military action in Syria. Sen. Alexander has issued no public statement on the matter.

The first ad of Alexander’s reelection campaign trumpeted his success in preserving the rights of Tennesseans to fish at the bottom of dams.

In what may well prove to be one of the greatest moves since the days of the great Russian chess masters, Vladimir Putin—through his foreign minister Sergey Larov—has presented both the Syrian and American governments with a way out of a military confrontation that almost nobody seems to want.

Speaking earlier today, Larov said,

“If the establishment of international control over chemical weapons in that country would allow avoiding strikes, we will immediately start working with Damascus. We are calling on the Syrian leadership to not only agree on placing chemical weapons storage sites under international control, but also on its subsequent destruction and fully joining the treaty on prohibition of chemical weapons.”

Nicely played, Mr. Putin. My hat goes off to you.

While the American government has spent the past week descending into political quicksand to the point where our reaction to the gassing of innocents in Damascus seems to have vanished as the central issue only to be replaced by the same old political nonsense that seem to control every single effort to legislate anything in today’s America, it appears that it is Mr. Putin who has managed to keep his head firmly on his shoulders in order to gain the high road on the world stage.

Indeed, while the administration finds themselves dragged further in a no-win scenario of the President’s own making, Putin has succeeded in taking advantage of the mess to create for himself a win-win opportunity.

Should Syria take Russia up on its proposal—a genuine possibility given the Assad government’s reliance on Putin’s support—the Russian President will have succeeded in defusing a situation that the U.S. government will have botched for all to see while likely winning for himself a Nobel Peace Prize in the process.

If Syria rejects Russia’s entreaties, Putin certainly cannot be blamed for fanning the flames of war having, at the least, put forward the very proposal that the Obama Administration should have offered up to the United Nations Security Council prior to venturing down the road to war.
